J. STANLEY “STAN” PAYNE is a dynamic business executive with skill in executive management. Areas of expertise include shipping and transportation, executive-level retail and distribution, and law. Mr. Payne’s consulting work includes port authority management, business coaching, business management, leadership training, and business law.
From leading teams responsible for massive cruise ships and port management to navigating the legal system for one of the country’s largest furniture manufacturers, Stan Payne has done it.

Mr. Payne previously served as CEO of the Canaveral Port Authority and Deputy Executive Director of the Virginia Port Authority during periods of transformation and great growth of Port Canaveral and the Port of Hampton Roads, respectively.

Don West, P.E., Public Works Director for St. Lucie County
Don West has worked with St. Lucie County Engineering and Public Works for the last 23 years, and is currently the Director of Public Works. The Public Works Department consists of three divisions and the Port of Fort Pierce. He has been actively involved in representing St. Lucie County’s interest and participation in local watershed management programs including: the Indian River Lagoon National Estuary Program, St. Lucie River Issues Team, Comprehensive Everglades Restoration Program (CERP), Upper East Coast Water Supply Plan, Ten Mile Creek Regional Attenuation Facility, and the St. Lucie County Stormwater Management Program.
Don has a Bachelor of Science in Civil Engineering from the University of Florida and is a registered Professional Engineer in the State of Florida since 1985. He has a total of 37 years of professional practice in South Florida, with 14 years in private consulting and 23 years in County Government. He is currently a member of the Florida Association of County Engineers and Road Superintendents, Florida Ports Council, St. Lucie River Issues Team and the American Public Works Association.
