Overview

Coastal Storm Risk Management (CSRM) Project

The St. Lucie County Coastal Storm Risk Management (CSRM) Project on South Hutchinson Island is a federally maintained beach nourishment project adjacent to the southern 3.3 miles of St. Lucie County's Atlantic shoreline. Initial construction of the federal project was completed in 2022, and the project's objective is to support and maintain adequate storm damage protection along this critically eroded segment of beach. Since the initial federal construction, the project area has been impacted by numerous storm events, including Hurricane Nicole. Those documented damages recently qualified the project for federal rehabilitation, and a proposed 2026 federal rehabilitation effort was formulated to renourish the project area.

The U.S. Army Corps of Engineers recently bid on the proposed 2026 federal rehabilitation effort, a 100% federally funded CSRM beach nourishment project. Although the proposed construction is at 100% federal expense, the County (the project's local sponsor) will be responsible for various administrative services and post-construction permit-required physical and biological monitoring efforts associated with the project. This webpage provides information on the proposed 2026 federal beach nourishment project and includes the history, timeline, and costs of previous project efforts.

Upcoming Post-Construction Monitoring Events

The County is required to perform various administrative services and several post-construction, permit-required physical and biological monitoring efforts to help track the success of the upcoming federal beach project. Stay tuned for more information.

County Responsibilities (Funded through South Hutchinson Island MSTU)

  • Project administrative services including construction observation and reporting, permit compliance, geotechnical testing and verification, and other miscellaneous permit-required efforts.
  • Post-Construction Physical Monitoring (surveying) of the Beach and Offshore Borrow Area.
  • During and Post-Construction Sea Turtle and Shorebird Monitoring and Reporting (ongoing through November 1, 2026).
  • Post-Construction Biological Hardbottom Monitoring and Reporting.

Project Information

A community project meeting with the USACE was recently completed on Oct. 28, 2025 @ 2 p.m. (Nettles Island). This community pre-construction meeting was held to inform landowners of the proposed beach construction and to answer any questions or concerns regarding the proposed project.
