  • All abandoned or distressed property registrations must be completed on the Citizen Self Service (CSS) Portal.
  • Payments are made on the CSS Portal by credit/debit card or e-check at the time of the request. We no longer accept checks by mail.
  • Abandoned and distressed property registrations are valid for one (1) calendar year.
  1. Log in to your account, or Register to create an account. See the Citizen Self Service (CSS) Registration Guide.
  2. After logging in, click the Apply button on the black toolbar at the top. Type "Foreclosed Property Registration" and click the blue Apply button.
  3. Follow the application steps, starting with the Location. Type the address or parcel number and click Add.
  4. In the Description field, add the email address where confirmation results should be sent, then click Next.
  5. Add the Contacts (Mortgagor and Local Agent), then click Next.
  6. Select the type of property and check the box confirming that the local agent inspected the real property.
  7. No attachment is needed. Click Next.
  8. Review and submit.
  9. Pay the applicable fee. See the Citizen Self Service (CSS) Make a Payment Guide. If payment is not received within 24 hours, your request will be voided, and the property will remain unregistered as an abandoned and distressed property.
