Full text of the special district’s charter, the date of establishment, the establishing entity, and the statute or statutes under which the special district operates: 288.36 - Foreign trade zones; authority to establish, operate, and maintain.—Any corporation or government agency shall have the power to apply to the proper authorities of the United States for a grant of the privilege of establishing, operating, and maintaining foreign trade zones and foreign trade subzones under the provisions of the Act of Congress and, when the grant is issued, to accept the grant and to establish, operate, and maintain the foreign trade zones and foreign trade subzones and do all things necessary and proper to carry into effect the establishment, operation, and maintenance of such zones, all in accordance with the Act of Congress and other applicable laws and rules and regulations.

Public Purpose Statement
- Erosion District funding helps the County address critically eroded beaches impacted by Fort Pierce Inlet, storm events, and other natural coastal processes. Proper coastal management secures property assets, reduces the potential for storm damage, and provides habitat for federally threatened and endangered species.

Full text of the special district’s charter, the date of establishment, the establishing entity, and the statute or statutes under which the special district operates: 159.604 Creation of housing finance authorities - (1) Each county in this state may create by ordinance a separate public body corporate and politic, to be known as the “Housing Finance Authority” of the county for which it is created, to carry out only the powers granted in this act. A housing finance authority shall not transact any business or exercise any powers under this act until the governing body of the county for which such housing finance authority is created passes a resolution declaring the need for a housing finance authority to function to alleviate a shortage of housing and capital for investment in housing in its area of operation. (2) In any suit, action, or proceeding involving the validity or enforcement of or relating to any contract of a housing finance authority, the housing finance authority shall be conclusively deemed to have been established and authorized to transact business and exercise its powers under this act upon proof of the adoption of an ordinance by the appropriate governing body declaring the need for the housing finance authority. The ordinance shall be sufficient if it declares the need for such a housing finance authority and finds that there is a shortage of housing and capital for investment in housing within its area of operation. A copy of the ordinance certified by the clerk of the circuit court shall be admissible in evidence in any suit, action, or proceeding. (3) The county for which the housing finance authority is created may, at its sole discretion and at any time, alter or change the structure, organization, programs, or activities of any housing finance authority, including the power to terminate such authority, subject to any limitation on the impairment of contracts entered into by such authority and subject to the limitations or requirements of this act.

Full text of the special district’s charter, the date of establishment, the establishing entity, and the statute or statutes under which the special district operates: Created by Article VII, Section of the Florida Constitution - SECTION 10. Pledging credit. - Neither the state nor any county, school district, municipality, special district, or agency of any of them, shall become a joint owner with, or stockholder of, or give, lend or use its taxing power or credit to aid any corporation, association, partnership or person; but this shall not prohibit laws authorizing: (a) the investment of public trust funds; (b) the investment of other public funds in obligations of, or insured by, the United States or any of its instrumentalities; (c) the issuance and sale by any county, municipality, special district or other local governmental body of (1) revenue bonds to finance or refinance the cost of capital projects for airports or port facilities, or (2) revenue bonds to finance or refinance the cost of capital projects for industrial or manufacturing plants to the extent that the interest thereon is exempt from income taxes under the then existing laws of the United States, when, in either case, the revenue bonds are payable solely from revenue derived from the sale, operation or leasing of the projects. If any project so financed, or any part thereof, is occupied or operated by any private corporation, association, partnership, or person pursuant to a contract or lease with the issuing body, the property interest created by such contract or lease shall be subject to taxation to the same extent as other privately owned property. (d) a municipality, county, special district, or agency of any of them, being a joint owner of, giving, or lending or using its taxing power or credit for the joint ownership, construction, and operation of electrical energy generating or transmission facilities with any corporation, association, partnership or person.

On February 22, 2005, the board adopted Resolution No. 05-080, which provided for the creation of a research and development authority, and Part V of Chapter 159 Florida Statutes authorizes a county to create an Education Research and Development Authority to foster economic development and broaden the economic base of St Lucie County and to exercise all powers conferred by that Chapter.
On August 23, 2005, the Board of County Commissioners passed Ordinance No. 05-028 an ordinance creating chapter 1-16.75, “Treasure Coast Education, Research and Development Authority”, to establish the Treasure Coast Education Research and Development Authority.
