The mission of the Emergency Medical Services (EMS) Advisory Council is to safeguard and enhance the County’s emergency medical infrastructure. By conducting rigorous evaluations of Certificate of Public Convenience and Necessity (COPCN) applications, the Council ensures that all life support service providers meet strict standards of clinical excellence and operational readiness. Beyond certification oversight, the Council acts as a key advisory resource to the Board of County Commissioners on all matters impacting the delivery, safety, and continuous improvement of regional emergency medical services.

The EMS Advisory Council acts as a regional advisory resource to the Board of County Commissioners, providing strategic oversight on all matters relating to emergency and non-emergency life support services. The Council is tasked with reviewing Certificate of Public Convenience and Necessity (COPCN) applications within 90 days of submission to recommend the approval or denial of local transport provider licenses. Composed of 15 dedicated members—11 voting and 4 non-voting ex-officio seats, the Council brings together individuals from a broad spectrum of county life. This includes individual appointments by each of the five County Commissioners, emergency care professionals from our major local hospitals (HCA Lawnwood, HCA Port St. Lucie, Cleveland Clinic Tradition, and Florida Coast Medical Center), the Fire District Chief, and municipal, health department, and private transport liaisons working together to optimize healthcare standards and public safety throughout St. Lucie County.

Appointment terms for the Emergency Medical Services Advisory Council vary by seat. The terms for the five individual commissioner-appointed members run concurrently with the term of their appointing County Commissioner. All other voting and non-voting council members serve a standard four-year term. In accordance with county ordinance, there are no limits on the number of terms a member may serve.
