Members of the Infrastructure Surtax Citizens Oversight Committee (ISCOC) met with Public Works staff on March 12 for their quarterly update. 

The Engineering Division shared progress reports on roadway and bridge improvements, culvert repairs and replacements, and stormwater improvement projects. 

St. Lucie County is collaborating with the City of Port St. Lucie for the design and construction of the Prima Vista Boulevard and Floresta Drive intersection in conjunction with the City’s Floresta Drive Phase 3 Improvement project. This phase began in 2025 and is expected to be completed within approximately three years. Construction on the intersection improvements is anticipated to start toward the end of 2026. The County is providing $6.45M in funding towards the project. 

Improvements to the intersection of South 33rd Street and Delaware Avenue in Fort Pierce are also in the works. This project will include milling and resurfacing, as well as drainage and sidewalk improvements. Construction is anticipated to begin in late May and take advantage of summer months while St. Anastasia Catholic School and John Carroll High School are not in session.  

Upcoming culvert repairs on Johnston Road at Fort Pierce Farms Water Control District (FPFWCD) Canals 16 and 17 were also presented. The road is scheduled to close beginning March 30 for approximately three months while these failing pipes beneath the roadway are addressed. 

The installation of six backflow preventers at the east end of Indian River Estates is anticipated to be completed later this year. Once in place, these will prevent water from the Savannas Recreation Area from backflowing into the neighborhood. The preventers are planned for Easy Street, Bartow Street, Savannah Street, Howard Street, Bradley Street, and Scott Street. 

The committee was also updated on the emergency repairs to Johnston Road, which were completed earlier this year, and culvert repairs along Orange Avenue between mileposts 2.2 and 4, which are nearly complete. 

The Road and Bridge Division discussed its paving schedule, with more than 10 miles of roadway to be addressed this year. North Kings Highway, from Liberty Way to Cabana Lane and from Fort Walton Avenue to Salerno Road, were resurfaced in December 2025. So far in 2026, Glades Cut Off Road between the I-95 overpass and Delcris Drive, North Old Dixie Highway between Huber Drive and Ocean Studies Drive, as well as Southeast Prima Vista Boulevard, between U.S. Highway 1 and Pine Lakes Boulevard, have also been addressed. Paving along Edwards Road, between Jenkins Road and South 25th Street, and Fort Pierce Boulevard, from Indrio Road to Emerson Avenue, are scheduled to begin in April. 

Additional work is planned for Glades Cut Off Road, between Selvitz Road and Midway Road; and South 33rd Street, from Okeechobee Road to Peterson Road. 

The County Pavement Management Plan, which was adopted in 2025, helps preserve and restore roads earlier in their life cycle. This focus on preventative maintenance enables staff make funding go further. 

After the 2018 voter-approved half-cent infrastructure tax was passed, the Board of County Commissioners (BOCC) officially established ISCOC to serve in a supervisory and advisory role to the BOCC. This group of citizens ensure that the County is utilizing the funding for appropriate infrastructure projects. The committee is scheduled to meet next at 1:30 p.m. on June 11 in Conference Room 3 of the Roger Poitras Administration Annex, located at 2300 Virginia Avenue in Fort Pierce.
