ADVISORY COUNCIL BY-LAWS
Adopted June 10, 1988 

ARTICLE 1
Name and Location

Section 1 By virtue of Resolution No. 88-66, passed by the St. Lucie County Board of County Commissioners on March 15, 1988, this Council shall be known as the St. Lucie County Veterans Advisory Council.

 

Section 2 The location of this Council will be St. Lucie County, Florida

 

ARTICLE 2
Function

Section 1 This Council will act as a collection agency for all Veterans groups within St. Lucie County, to coordinate and report their activities and make recommendations concerning Veterans Affairs.  The Council will always act in the best interest of all Veterans and shall serve in an advisory role making recommendations to the St. Lucie County Board of County Commissioners concerning Veterans Affairs.

 

ARTICLE 3
Meetings

Section 1 The regular meeting place of the St. Lucie County Veterans Advisory Council will be in the St. Lucie County Annex Building, 1664 SE Walton Road, Port St. Lucie, Fl 34952, unless otherwise designated.

 

Section 2 The stated meeting of the St. Lucie County Veterans Advisory Council shall be on the second (2nd) Friday, monthly, at 9:00 a.m., in Conference Room 3, unless otherwise specified.

 

Section 3 Special meetings may be called at the discretion of the Chairman or by request of three (3) organizations of the Council.
Section 4 Six (6) representative organizations in attendance shall constitute a quorum.

 

     

ARTICLE 4
Membership

Section 1   Any duly chartered Veterans organization is eligible for membership.

 

Section 2   (a)  Each Veterans organization shall appoint two (2) representatives and one (1) alternate for each representative.  Each organizations shall have two (2) votes. 

(b)  Each Veterans organizations Ladies Auxiliary shall appoint one (1) representative and one (1) alternate.  Each Ladies Auxiliary shall have one (1) vote.
Section 3 Council members who have three (3) unexcused absences from the Council meetings shall be reported to their Veterans organization for disposition.

 

     

ARTICLE 5
Officers and Elections

Section 1   The Officers of the Council shall consist of a Chairman, Vice Chairman and Secretary 

(a)  the Chairman and Vice Chairman shall be elected by a vote of the membership

(b)  the Secretary may be appointed by the elected Chairman, or if he/she declines to appoint a Secretary, one may be elected by a vote of the membership.  The County Administrator will serve as Council Advisor.

 

Section 2   The terms of the office shall be for two (2) years, with the elections held at the May meeting every even year.

 

Section 3   Additional positions may be established by a majority vote of the membership.

 

Section 4   By-laws may be amended by an affirmation vote of two-thirds of the organizations presents with notification letter to be sent thirty (30) days in advance by Council Secretary.

 

Section 5   The St. Lucie County Veterans Advisory Council shall not engage in any fund-raising activities.
