EAR - Based Comprehensive Plan Amendments
St. Lucie County adopted its Comprehensive Plan in 1990 and Florida Statutes require that the Comprehensive Plan be evaluated and updated every seven years thereafter. The evaluation which identifies major issues (current and future) for the County is adopted by the Board of County Commissioners as an Evaluation and Appraisal Report (EAR). The Comprehensive Plan will then be updated with amendments based on issues identified by the EAR report, which is commonly referred to as the "EAR-based Amendments."
On October 28, 2008, the Board of County Commissioners approved the adoption of the Evaluation and Appraisal Report and transmitted it to the Department of Community Affairs. The adopted EAR can be viewed or downloaded here (EAR as adopted 10-28-08) for review. Please see Section 6, which contains the items that will be the subject of the EAR-based amendments.
On January 14, 2009, the Department of Community Affairs issued a sufficiency determination letter for the St. Lucie County adopted Evaluation and Appraisal Report. Beginning from the issuance of this letter, the County has 18 months to adopt its EAR-based amendments with two possible six month extensions.
In the summer of 2009, through a selective bid process, the County selected Calvin Giordano (http://www.calvin-giordano.com/) as the consultant team to assist County staff with implementing the EAR-based amendment process. This process will consist of many opportunities for public involvement and participation prior to presenting the final amendments to the Board of County Commissioners.
