Draft Report for Fort Pierce, St. Lucie County, Florida Shore Protection Project General Reevaluation Report with Environmental Assessment

Beach vertPursuant to U.S. Army Corps of Engineers Regulation Number 1165-2-26, this letter constitutes the Public Notice of St. Lucie County’s intent to implement a new modified Fort Pierce, St. Lucie County, Florida Shore Protection Project, located within a flood plain. St. Lucie County has completed a study that evaluated management alternatives to improve performance of the Shore Protection Project over a 50-year analysis period (2021–2070) to support federal authorization of the proposed project. The recommended plan includes construction of shoreline stabilization structures, which greatly improves project performance, together with beach nourishment at a reduced frequency than currently authorized, which results in significant cost savings. The proposed shoreline stabilization structures include six T-groins and a detached breakwater along approximately 2,000 feet of Atlantic shoreline immediately south of Fort Pierce Inlet.

In determining to construct this project in a flood plain, the study formulated and evaluated various practicable measures and alternatives. The proposed project is the most responsive to the study objectives and is consistent with the requirements of Executive Order 11988. The proposed project reduces damages caused by waves and erosion, and future without-project flooding damages are minor relative to wave and erosion damages. The project provides benefits for existing development but will not induce development in the flood plain. The project will not alter or impact natural or beneficial floodplain values and conforms to applicable State and local flood plain protection standards.
